Every individual would have had either a blood sample or some other bio sample drawn and tested at some point of their lives. Every day, more than a thousand samples are drawn and tested at the National Referral Hospital. Do you know what happens to your sample after they are drawn or are collected by the sample collection technician.
On 2 December 2025, The Bhutan Innovation Lab (BIL) facilitated an interactive diagnostic exercise with GovTech and relevant health authorities to address recent challenges associated with the Electronic Patient Information System (ePIS) and laboratory testing processes at Jigme Dorji Wangchuck National Referral Hospital (JDWNRH). The session was received exceptionally well and reflects BIL’s commitment to supporting national systems strengthening through evidence-based analysis.
BIL brought together 24 experts involved across the laboratory testing cycle at JDWNRH. The objective was to examine how the current laboratory processes function in practice, identify the root causes of delays and risks, and generate actionable solutions to address shortfalls.
Following the session, BIL designed and delivered a detailed report identifying six core findings along with a Service Blueprint of Laboratory Sample Testing at the JDWNRH. A set of evidence-based, time-sequenced recommendations to strengthen quality assurance, traceability, system integration and operational control across the end-to-end testing process were also outlined for implementation.
The GovTech Director Ms. Kuenga Zam said ‘we are grateful to BIL for the assistance provided […] This structured approach will be invaluable as we move forward to address these issues.’
This collaboration with GovTech reflects the BIL’s commitment to supporting national institutions through thorough analysis and evidence-based interventions.
BIL offers three types of services using its “3D” formula of Diagnose, Design and Deliver, solving a range of complex problems to ensure services are delivered safely, smoothly, and as effectively as possible. BIL is committed to further the use of innovative tools for faster problem solving and citizen-centered policy making, rooted in the vision of ‘an enlightened, entrepreneurial bureaucracy’.
